You can always resize it when done.
In order to get the fill in as I did on the sides (I did this accidentally and that's how I came to do this style) you need to have two colors. You put a background on just big enough to make your oval then you add on going up to Decorate and use an additional border in another color.
1. Make a background of 216x280 to start in mistyrose. Go to Draw and Ellipse and use these coordinates:

Stroke of #9c8c59 Stroke Width of 2
Up to Decorate and add Border 30x30 in pink

Notice how the second two ovals have two colors in it.
3. Now matte out the part that has the pink in the framing. Using a background of your choice composite using Dstover and Misc. Now you can matte out the other sections of the framing and add a different background same way.
4. You can now matte out the rest of the background and the center and being transparent you can use Dstover and Misc and add another background to your picture. Once that's done you can do a rounded ribbon/style rectangle.
5. I used 5,15 311,325 30,30 and Round Rectangle. Second one is 15,5 301,335 30,30You can matte between that and put another background of your choice in it or leave it showing your background through like my sample above. Some gold bgs listed below:
