As promised, alt.discuss.config has been converted to a moderated
newsgroup using the "open club" system (anyone who has not been banned
from the group is allowed to post in it. Since no one is currently
banned, that means that everyone can still post here.) 

Anyone who flames in this group, engages in personal attacks against
either newsgroup proposers or other WebTV subscribers, or posts
excessively off-topic articles will be banned. If I believe that the
infraction is a result of ignorance, I will issue a warning on the first
offence.

If you are banned, all accounts on your box will be banned as well.

If you are banned, you will remain banned until I am convinced that you
will adhere to the posting guidelines for this group. If I have to ban
you more than once, you should assume it will be a long while before I
let you back in.

An "official" version of these comments will be posted to alt.discuss
and here in a day or so.
